Comment on transportation projects

Metro writes "The public is invited to comment on projects to fund through Metro's Transportation Priorities 2008-11, a regional process to schedule distribution of approximately $45.4 million in federal transportation funds.

A 45-day comment period will open with release of a "first cut" project list on October 13, 2006, and end on December 1. The four listening posts shown below will be held in different parts of the region where people may comment in person. To ensure that oral testimony is accurately recorded, we encourage people to also submit their comments in writing.

If I'm not mistaken, what we will be given to look at will be the list of projects left AFTER the first cut. Since one of our neighborhood association's top priorities is funding for improvements on Division Street --part of the Division Vision effort-- and that's ALREADY been eliminated from consideration, it won't even be on the list to discuss.

If I've got this wrong someone please let me know. It's our intent to fight for this regardless of whether it's on the "first cut" list or not.

Frank, I see this project on the list for $2M:

RR1214 Division Street: SE 6th St - 39th St

Is this your project? It's listed a "tier 2". I'm not quite sure what this means, since there appear to be three tiers, which I'm not familiar with. But it's still on the list to be argued about. I think the only way for a project to be off the list at this point would be if the local jurisdiction (City of Portland in this case) pulled it.

You should be able to find the list on the Metro web site on the TPAC meeting materials page.

Frank, I got a little more detail on this at MPAC tonight. JPACT will adopt the final list to go out to public review on October 13th (I think Metro Council has to affirm the list as well). TPAC will debate it this Friday.

The 3 tier rating is staff's triage of the projects:

Tier 1 - obviously a good project, should go on the first cut list
Tier 2 - on the bubble
Tier 3 - not good enough to make the first cut

Thus, staff is trying to get TPAC and JPACT to focus their discussion on the Tier 2 projects, but that's only a recommendation. They can do whatever they want.

You should try to get someone to advocate for your project at TPAC on Friday, and you probably want to try to get Sam Adams to push at JPACT.

Of course, the first cut list is only the start, it still has to be cut down by about a third for the final funding decision.
